Local Federal Coordinating Committee (LFCC)

Each local campaign is managed by a Local Federal Coordinating Committee (LFCC) and this is comprised of federal employees. The committee is responsible for the overseeing the local Combined Federal Campaign. This is done in accordance with the CFC regulations and policies. The LFCC makes admission determinations for local charities and they are responsible for selecting a Principal Combined Fund Organization (PCFO) to administer the day to day operations of the campaign. The PCFO also serves as a fiscal agent.

Local Federal Coordinating Committee Responsibilities

The LFCC have a number of responsibilities that they must adhere to. They serve as the central source of information regarding the local CFC among federal employees in their zone. All the members of the LFCC have to understand all the campaign regulations and procedures. The responsibilities of members include, but are not limited to the following.

  • Attend required LFCC training and obtain certification in LFCC operations.
  • Take minutes from LFCC meetings and respond promptly to any requests for information from the director.
  • Name an LFCC Chair and Vice Chair and notify the Director when there is a change in either of these positions.
  • Assist in determining the eligibility of organizations that apply to participate in the campaign.
  • Provide training to employees in the methods of non-coercive solicitation.
  • Provide instructions to employees regarding the process for making donations and designating the charitable organizations to receive their donations.
  • Take appropriate measures to protect potential donors from coercion and help them participate in the campaign.
  • Bring any allegations of potential donor coercion to the attention of the employee's agency and provide a protocol to review employee complaints of undue coercion in Federal fundraising. Federal agencies provide procedures and assign responsibility for the investigation of such complaints. The agency official that is responsible for conducting the campaign is responsible for informing employees about the proper channels for pursuing complaints.
  • Notify the director of any issues concerning the campaign that the LFCC cannot resolve by applying the regulations. The LFCC must abide by the director's decisions on all matters concerning the campaign.
  • Review, approve and provide authorization to the Central Campaign Administrator for payments to the outreach coordinator in an effective and efficient manner. This is outlined in the agreement between the OPM and the Central Campaign Administrator.
  • Conduct an effective and efficient campaign in a fair and even-handed manner that is aimed at collecting the greatest amount of charitable contributions possible. The LFCC should afford federated groups and agencies with representatives in the campaign area with adequate opportunities to offer suggestions relating to the operation of the campaign.
